This guide lists the most common issues found with PDF remediation

This article gives instructions on how to request remediation on a PDF document that requires accessibility compliance.

Introduction

If any PDF files require remediation, this can be requested from within the Monsido platform. Monsido delivers the remediated documents and accessibility reports when they are ready.

To include the PDF scanning tool, upgrade your account at Monsido Support.

Note: EU customers have to contact our partner Commonlook directly for PDF remediation quotes at their own discretion due to regulatory requirements. The PDF Remediation option continues to be available for customers in other geographical regions.


Instructions

  1. Do a PDF accessibility scan.
    For instructions, see:
    PDF Accessibility Scans.

  2. Locate the PDF files that are non-compliant. The scan results are imported directly into your account and are available through the Monsido dashboard.

    • If the scan is successful and no accessibility errors are found, the PDF is automatically moved to the Reviewed/OK column. Select the PDF to view the results.

    • If the scan is successful and some accessibility errors are found, the PDF is automatically moved to the Failed column. Click to view the scan results and the issues detected.

  3. On the same row as a PDF that is non-compliant, click to select Remediation Quote.

    This submits an order for remediation and identification of issues that require attention in the PDF. This service is provided by a third party, CommonLook Clairity by Allyant. A dialog box opens with the following text:

    "Document remediation for compliance to WCAG 2.1 AA, Section 508, HHS or PDF/UA accessibility standards. Document remediation requires manual verification and can range in cost. When you submit PDF documents for remediation, we will review the document and give you a firm, fixed price for the remediation. Upon completion of the work, we will also provide a compliance report. We will let you know if there is any Alternative Text (Alt-Text) required for images that are not self-descriptive or any related additional information needed to remediate the document."

    Note: Section 508 is now fully aligned with WCAG 2.0 AA. Monsido has transferred existing users of the check to WCAG 2.0 AA.

  4. Click OK to confirm, or Cancel to close the dialog box without ordering the PDF remediation check.

  5. The remediated PDFs are sent to you when they are finished.

  6. Remove the old PDFs from the website and upload the remediated PDFs.

  7. Change the status of the PDFs manually to Mark as reviewed. This moves the files to the Reviewed/Ok folder in the Monsido UI.

Issues Found

This section gives a list of some of the most common issues found in a PDF remediation:

A tag of type Figure does not define the Alt or Actual Text attributes.

A table containing THead or TFoot and does not contain any TBody elements has been detected.

There is a data cell (indicated by the numbers in parentheses) that does not have a column header assigned to it.

A table header cell has been tagged as a header cell but the “Scope” has not been set. Scope should be either column or row.

Tables - Summary Attribute

Table doesn't define the Summary attribute.

The data table doesn't have a summary.

Warning. Table summaries are not required but they can be very helpful especially for very long, complex tables that don't have captions. This is bringing to your attention that the table doesn't have a summary.

Metadata

The Marked entry in the document catalog has not been set to true.

The document is tagged but the “flag” has not been set to indicate that the document is tagged.

Document does not define the dc:Title metedata attribute.

The document title has not been set in the metadata

ViewerPreferences dictionary of the Catalog dictionary does not contain DisplayDocTitle key.

Headings

Heading Level skipped. The message may very but it'll indicate what the previous heading and next heading levels are. For example, the previous heading is level 2 and the next heading is level 4.

There aren't any heading tags in the document.

The List contains no Lbl elements but the ListNumbering attribute is not set to None.

There are potentially two issues here.

One: Labels (the Lbl tag) haven’t been used in the list.

Two: The List Numbering value is not correctly set.

There may be other Warnings or "Review" statuses around the ListNumbering attribute if Clarity thinks that there might be issues with it. The "takeaway" for these would be to check and possibly fix the ListNumbering attributes.

There's a link annotation in the document that has not been tagged.

Format, Layout, Color

Make sure that no information is conveyed by contrast, color, format or layout, or some combination thereof while the content is not tagged to reflect all meaning conveyed by the use of contrast, color, format or layout, or some combination thereof.

Make sure that color, or other visual cues, are not the only ways information is being conveyed.

Please ensure that the visual presentation of text and images of text has a contrast ratio of at least 4.5:1, except for Large text and images of large-scale text where it should have a contrast ratio of at least 3:1, or incidental content or logos

This is asking you to verify that contrast in the document is sufficient.

Contrast - Non-text Contrast

Please verify that all graphical elements need to have a contrast ratio of at least 3:1 against adjacent colors.

There's a bit of a typo here but, basically, make sure that the graphics and their adjacent colors have a contrast ratio of at least 3:1.

Meaningful Sequence

CommonLook created # artifacts to hold untagged text/graphical elements.

There was stuff in the document that was not tagged so CommonLook Clarity put it in an Artifact container. It's probably fine but the checkpoint is asking you to verify that it's ok. Essentially, if everything that needs to be tagged is tagged then you're fine.

Header/Footer pagination artifacts

Page # does not contain header and/or footer Artifacts.

There is content on the page (or pages) but header and/or footer pagination artifacts have not been set. This may not be an issue, for example, if your document doesn't have any running headers or footers. But, if the document does have running headers and/or footers then the pagination artifact and subtype header or footer should be used.

Structural Issues

A tag of type [tag] is empty.

This message will vary depending on the type of tag that is empty but what it means is that you have empty tags in your Tags tree that might need to be removed. If, however, the empty tags are in data tables, and you need those empty cells for proper formatting, then you would not want to remove those.

  • Where is CommonLook Clarity based?

    They are based in Canada, with offices around the world, including the DC area.

  • Where do they store data?

    This depends on where the customer is based: EU is on Azure in the EU; all others are on US servers.
    For more information, see the Monsido sub-processor list for server identification.

  • What happens with the data once they have completed a PDF check?

    Data is deleted in alignment with Monsido's data retention requirements.

  • Are they ISO compliant? If so, to what level?

    No.
